The 2020 Project on the Inspection and Verification of Soil and Groundwater Pollution in Pingtung

Absrtact
This project aimed to monitor groundwater using the existing monitoring wells in Pingtung County, Taiwan; check and maintain the inside and outside of the wells; perform well abandonment; inspect gas stations located in the county; inspect or verify sites that were potentially substandard or had been improved; and provide support in the survey for the emergency response abilities of relevant parties, thereby achieving the county’s long-term goal of maintaining and managing the quality of soil and groundwater maintenance. The project period starts from the contract signing date on January 1, 2020 to December 20, 2020. The regular groundwater inspections in Xinkailiao were completed in March, September and October; the inspection results were both below the groundwater pollution monitoring standards. The groundwater inspections in Changzhi Township were completed in the first half of the year; the inspection results were all below the groundwater pollution monitoring standards. In terms of the monitoring well, this study completed the abandonment of four wells, conducted external inspections on 303 (331) wells, maintained the appearance of 22 wells, repaired six wells, and maintained the internal functions of 29 wells. These monitoring wells were in a satisfactory condition after maintenance. In terms of the gas stations, the data of three quarters filed online were audited, and the soil gas monitoring wells of nine gas stations were inspected, among which the Wei Dong Gas Station’s well exhibited irregular concentration of gasoline vapor; therefore, the soil gas in the well was collected in a gas sampling bag and subjected to a gas chromatography¬–flame ionization detection analysis. This study conducted 19 inspections along with emergency response drills, which comprise two inspections on sites that had been improved. Accordingly, these sites require further improvement. The remainder of the sites were removed from the monitoring list. With regards to promotion, this study offered two training sessions for seed teachers; held 12 storytelling events in schools to promote relevant concepts; held one public meeting on relevant legal regulations; held one symposium on pollution inspection technology; published one press release; send out 150 promotional gifts, 150 promotional flyers, and 300 picture books; assisted in two audit meetings for the sites under monitoring; audited four reports on the sites; reviewed 20 data reports published by businesses and 10 documents of management regulations for underground storage tanks; and inspected sites on the monitoring list.
